The Library of Congress Surplus Books Program offers free books to libraries, schools, and organizations in need. Congressional offices may participate in the Surplus Books Program to ensure books that aren’t needed for the Library’s own use are donated to eligible organizations. There is a wide range of available books, including fiction and nonfiction novels, children’s books, textbooks, cookbooks, audio books, and more. To request books through my office, eligible organizations and institutions must be in Washington’s Eighth Congressional District and fall into one of the following categories:

  • Full-time, tax-supported, or nonprofit educational institution: school, school system, college, university, museum, or public library.
  • Agency of local, state, or federal government.
  • Nonprofit institution or organization that has tax-exempt status under the of section 501 of the Internal Revenue Code of 1954 (see 41 CFR 101-44.207 (a)(17)) and that operates a library and/or research provisions center open to the public.

How to Apply

To participate, please send an email to my Washington, DC office SchrierBooks@mail.house.gov that includes your qualifying organization’s name, address, contact information, and a description of current need for books in the broadest terms possible. Please include book genres and the approximate age range for readers. My office will then periodically check the surplus section in search of books in our best effort to assist you. We will be sure to keep you updated on our effort and any in-person deliveries or mailed shipments that will be headed your way!
