The funding would be used for the construction of a new regional water supply connection between the Covington Water District’s Sugarloaf service area and Tacoma Water’s Pipeline 5 (P5). This project includes the installation of approximately 6,500 linear feet of 12-inch transmission mains, 1,500 linear feet of 8-inch distribution main improvements, a booster pump station at the Sugarloaf well site, and a metered water tap with communications and control systems. This project is an appropriate use of taxpayer funds because it addresses current water supply limitations, seasonal reliability challenges, aging water infrastructure, and future growth demands in the Ravensdale/Sugarloaf area. By integrating a reliable, high-quality regional supply, the project would improve drinking water safety by providing a more consistent and protected water source and reducing reliance on limited local wells that are vulnerable to water quality fluctuations. Improved pressure and modern monitoring controls would support regulatory compliance, maintain disinfectant residuals, and reduce risks associated with low flows and aging infrastructure.
In addition to improving water quality, the project would enhance water system pressure and optimize storage utilization. These improvements would reduce the likelihood of service disruptions during droughts, equipment failures, or other emergencies, which protects residents, businesses, and public safety infrastructure.
