Covington Water District Reservoir Construction Project

The Covington Water District Reservoir Construction Project would support the replacement of two water tanks with a new 5.7-million-gallon reservoir. The project was identified within the Storage Capital Improvement Projects in the District’s 2016 Water System Plan as well as the district’s adopted 2020 Regional Hazard Mitigation Plan. Both existing tanks are seismically deficient in their foundations, anchorage to their foundations, and their shell wall steel needed to resist compression buckling. A catastrophic failure of one of the tanks would result in the destruction of the water district’s headquarters or any nearby maintenance facilities. The tanks provide storage for the district’s 660 Pressure Zone, which services a population of 18,188 (40% of all consumer connections within the district) and the Lake Meridian Water District, with a population of roughly 21,000. The district’s ability to provide potable water storage and fire protection to the downtown business core of the City of Covington is jeopardized by the instability of these tanks.
