The funding would be used for housing that will be preserved as affordable through a land trust designation. The buyers will become the new owners and will maintain the units in good condition. Additionally, these funds will support the construction or rehabilitation of a playground, sports fields and a pool. Lastly, it will support the development of a youth pilot program for construction apprenticeship.
Between 40-50% of residents in the three communities served by this project are living in poverty or Asset Limited, Income Constrained, Employed (ALICE), and the median rent is burden is disproportionately high relative to the rest of the state. A Community Needs Assessment found access to healthy, year-round recreation as an identified need. This investment of federal dollars would produce three workforce housing units, 1-2 sports fields, one ADA playground, year-round pool, and creates 16 to 24, permanent jobs. Through a pilot YouthBuild program, AP4A aims to train 8-14 youth in construction trades leading to 1-4 permanent jobs. Additionally, the newly expanded pool programming will lead to 15-20 permanent positions.
